This has happened to another player in a game and has just happened to me.
In the power up phase you are prompted to use some other action - like purchasing something with water. The system expects you to know that this is also your only time to setup exosuits.
The user can select an option to say 'ok I'm done' regarding the action - but now they have not setup any exosuits and there is no way to go back. -
