1. When can a draw offer be made in online play
Article 5.3 of the FIDE ONLINE CHESS REGULATIONS:
"The player can offer a draw in accordance with any method provided by the playing zone."
Article 5.2.3 of the FIDE Laws of Chess taking effect from 1 January 2018:
"The game is drawn upon agreement between the two players during the game , provided both players have made at least one move. This immediately ends the game."
There is nothing to say that a draw offer cannot be made in *online* play using the provided method ("Propose a Draw" button) at anytime during the game, "provided both players have made at least one move".
Bug: the "Propose a Draw" button is available before both players have made at least one move.
2. When the virtual chessclock automatically stops for one player and starts for the other.
Bug: on the "Propose a Draw" action, the clock of the player whose move it is stops and their opponent's clock starts.
This is in violation of Article 4.2 of the FIDE ONLINE CHESS REGULATIONS:
"When a player has made his/her move on the chessboard, his/her clock will automatically stop, and the
opponent’s clock will start."
The chessclock must only stop and start on the completion of moves, which is independent of the actions of offering or accepting a draw offer.

I support the correction of this serious bug if it turns out (I haven’t checked it).
