The tie breaker calculated the wrong winner.
We both had 4 districts.
We both controlled 1 swing county.
The game assigned the victory to the other payer:
(blue) Forevergm 4 (2)
(red) TheRandy 4 (1)

The output message was: "Number of swing counties won"-
there are only 2 swing counties in the game.

Looking at the rules: "On the rare occasion that there’s still a tie, go to the Supreme Court. Whichever tied player has the fewest total votes for their own party within their own districts wins." My count was: (it might be off a point of 2): 78 blue - 63 red.

In an `n` player game, there should be `n + 1` swing counties: the `n` 1 tokens for each color and the neutral 0 token.

In this particular game, the blue player won the red 1 and the blue 1 (looks like the red 1 was underneath a meeple). The red player won the neutral 0. Thus the game counted the swing counties correctly.

Note that with 2 players, it should be impossible to go to the Supreme Court (since the tie break is majority of the 3 swing counties). With more players, it's possible to have a tie in swing counties. However, in such a case, the game won't actually fall back to this Supreme Court rule, since that was never implemented :). It'll just say that both players ended up winning. I'm also not sure if BGA's framework will allow for multiple tiebreak conditions (just based on the structure of the config), but I could look into it if it becomes a problem.

Per the notes above, it looked like the second tiebreaker was never coded (“Supreme Court”). We played a 4 player where is showed a shared victory even though Yellow was the victor per the rules (57 < 65 votes for own in own districts).

Thanks for the note! Could you actually open a suggestion bug about implementing supreme court? I don't think it'll happen that often, but would be better to track separately from this.
